Can you imagine the surprise on the practitioner's face when she gets the bill for the consult, or maybe that would just be passed on to the patient.

As a practical matter, there are some obvious privacy issues which could chill parts of that consultation.  Even MBE mentions the privacy concerns in the previous section of the same Manual Article.  I do think it is significant that MBE put these directions in the Manual under Church Discipline.  She did not arbitrarily put anything in the Manual --every section has a purpose and is not supposed to be taken lightly. 

Then again, not all CSists including some church board members see the Manual in this light.
